Tobias and Tris are taken to Jeanine's office. Jeanine's plan is to use a new serum that even works on Divergent rebels, so she can have complete control over everybody who refuses to obey her.
This reminds me of the internment camps that we had for Japanese americans in WWII.
She thinks that the factionless are a drain on the resources, so she plans on ridding the government of Abnegation leaders. Since she can't manipulate the will of divergent rebels, she will manipulate their surroundings. Their friends will become their enemies.
"Those who refuse to accept our leadership must be closely monitored." - Jeanine
And the first test subject is Tobias. Jeanine plans to execute Tris because she is to injured to serve any purpose.
Tobias lunges at Jeanine when he hears this and tries to strangle her. The dauntless guards pull him off and inject him with the new serum that was created for divergent rebels.
"He doesn't know you. The simulation manipulates him by altering what he sees-making him confuse enemy with friend." - Jeanine
He doesn't know Tris anymore. No matter how much she talks to him he doesn't respond. He lunges at her and almost strangles her until a guard pulls him off. Tris attacks the guards, but is knocked out cold.
